Societies for the prosecution of delinquents felons.
Whence the occasion of such societies? How
comes the expence of this sort of proceeding to be
too good for a private purse. How much of this
expence is natural and ? – how much
of any factitious resulting from the undesigned imperfections
of legal procedure, or addition knowingly and
willfully made by taxes to the weight of the expence.

extended with advantage? Could reimbursement
of the loss as in case of insurance against fire be added to
it with safety and advantage?
