A Plan proposing very
considerable alteration in the
established system of conducting
the business in the Dockyards,
have been under consideration,
and on which I am required to
give my opinion, I think it
necessary previous thereto, to
state that in the year 1784 an
investigation by the Commissioners
of Enquiry took place,
who very minutely examined into
the state of the Dockyards, and
reported their opinion on the
mode of conducting the business,
appeared perfectly satisfied with
the general system by which the
various operations are conducted
but found it necessary to point
out many abuses which appeared
to them to exist, and recommended
certain regulations tending
chiefly to remove them.

Sir Charles Middleton who
was many years Comptroller of
the Navy concurred entirely with
the Commrs. of Enquiry, and
appears to have been decidedly of
opinion that nothing more was
necessary than to correct the
abuses pointed out by the above
mentioned investigation.
