The Select Committee on Finance
1798 Examined many witnesses on
the subject of the Dock Yards, and have
in their Report stated a considerable
degree of Evidence; in no part of
which does it appear that a change
of system is thought necessary, or
is recommended.
From my own observation
and Experience during a service
of upwards of 40 years, both in the
civil & active Line, I confess that
I have always considered the duties
allotted to the several Principal
Officers of a Dock Yard perfectly
well adapted to the carrying on the
service with regularity & Dispatch
(the Commissioner excepted) and
that the checque which the several
departments have upon each other,
are wisely ordered to correct abuses,
and do not in any degree stand in
the way of expediting the public
service.
Under this Impression I
fear I shall not be considered as
an Impartial Examiner of the
New System of Management now
proposed, for the conducting the
business of the Dock Yards, but which
(as I consider it a public Duty of the
utmost importance, I will endeavour
to discharge to the best of my
abilities & judgement, and will
point out such parts of the alterations
as I conceive may be in any ways
beneficial to the Service if adopted,
and
