Article 1st. of the Plan
Proposes that the Commissr. shall
have the general superintendance
of the Dock Yard, and be responsible
for the Interior discipline &c. &c.
To this part I most readily
agree, but the Plan does not go
far enough. The Commissr. should
not only be held responsible
for the Interior discipline of the
Dock Yard, but for the due Execution
of all the orders sent from the Navy
Board to the respective Officers,
and have full power to give any
order for the more readily carrying
on the Service, whenever it may
appear to him necessary to interfere;
always acquainting the
Navy Board with his Reasons for
his so doing.
The Plan sets forth that there is no
objection to the Commissr. going off
to pay Ships at Spithead &c. as his
presence can be dispensed with
in the yard.
To this there is a strong
objection. I would impose no
duty on the Commissr. that should
take him much from his duty in
the Yard, as his constant and
expected Superintendance when
the different operations are carrying
on, will always give spirit and
alacrity to the Execution; and
it is only by a regular attention
to what is going on, that he can
acquire the knowledge when his
interference is necessary to
expedite the service.
He should be furnished
with Instructions; they should
be very full, and in no part to
cramp
