Commissr. is supported the more
attentive will the Officers be to
their respective duties.
11. Art. Proposes that the Operative
Branch be separated entirely from
from the Accountant and
12th. That the whole of the operative
business be committed to the sole
direction of a single Officer, who
shall be a Shipwright Officer and
styled a Surveyor, and that he shall
have authority over all the others
and become responsible for all
the Stores & Materials workmanship
&c.
This proposal goes to an
entire change of system to the
long established Practice, but does
not hold out any satisfactory
reason whatever to prove that it
would be more beneficial or
better adapted for carrying on the
Service with alacrity & dispatch
than at present.
For example. Instead of
relieving the first Shipwright
Officer from all extraneous business
so as to allow of his employing
his mind, and his whole
time to his professional Duty
in the equipment of the Fleet &
(which is certainly desirable)
this plan goes to burthen him
with the duties of a great officer,
which would require his
constant attendance, occupy
the greatest part of his time,
and throws upon him the duty
& responsibility of the Master-Attendant's Branch+ + See the Report of Commissrs of Enquiry on the Duty of this Officer Page 141. for which
no Shipwright Officer can be
qualified.
I therefore do not see any
good reason to authorize such a
change, nor does the Dock Yard at
present
