present produce Persons in the
Shipwright line capable of
conducting so extended a Plan.
15. Ar. Proposes an additional
shipwright offices should be appointed
as a Convertor to have the charge of
the Timber.
This Duty is at present carried
on by a subordinate officer under
the Master Shipwright & his assistants
immediate direction. I think
the appointing a 3rd. assistant for
the management of this Branch
would be an Improvement, but
he must act as the others do, under
the Master Shipwt.
16.
There can be no objection to the
Master Caulker acting as an
assistant, in most of the yards
he does so occasionally.
17th.
There certainly does require
another assistant at Sheerness
during the war.
From Art 17 to 25. The plan
proposes alterations in the names
& classes of the different Master
workmen, and adds to the Establishment
a Master Engine Maker.
I see no good reason for
changing the Names of the several
Master workmen for the purpose
of classing them. Their several
duties being perfectly understood.
Having responsible men at the
head of the Boat House & Mast
House who are acquainted with
the abilities of the Workmen
seems to be better calculated to
carry on the Service advantageously
than by having a
casual director. The Propriety
