32. Classing the Shipwrights and
making their Pay different.

I do not see that any alteration
in the present mode
would have much use. The
work is carried on chiefly by
Task & Jobb and performed by men
in companies. Once in every
year these companies are
formed by what is termed
shoaling. If there should be
an indifferent workman proposed,
the gang or company
have a right to object to him,
and the Master Shipwt. may
either discharge him, or place
him at work with a single day's
Pay without Extra.

35. Pay to be in proportion to
the hours worked.

This is the established practice
in Summer when the days are
long, the People work as much
extra as they can, or the Exigency
of the Service may require
in the Winter it is limited at
the discretion of the Navy Board.

39. Paying the workmen every
month.

Would be attended with
much inconvenience to the
Service, and afford very little
benefit to the workmen, who
from being paid regularly every
three months have credit at the
shops they deal at for that time
and it is only a few of the artificers
that have recourse to what is
called
