40. Superannuation to be

Of this I approve, but as it
is the General Practice, and
is now considered as a favor
I would not recommend any
established Rule to be made
upon it. It would then lose
its value, and continual applications
would be made to encrease
it.
41. Men discharged at the
end of a War, or who might
have leave to serve in the
Fleet to be allowed that
time in their superannuation.
This I very much approve
of, and lament that men
who have served at Sea,
should have been hitherto
deprived of this benefit.
42. Shipwrights apprentices
to be encreased.
This has lately been done,
and is intended to be practised
at certain periods, so as to
prevent too many boys being
in the Yard at one time.
43. House Carpenters to be
apprenticed to Shipwrights
in time of War.
However desirable it may
be in time of War to strengthen
the Dock Yards this Plan
can not be adopted, until the
workmen
