— What appears to me to be
most wanting is, that the
Artifices should enter into
the Dock Yard upon certain
Terms and Articles; which
can only be done at the end
of the War by a General
discharge of one day, and
receiving none that did not
subscribe to the Articles proposed.

Article 52
Proposes tha the Clerk
of the Checque and the Storekeeper
should form the
Accountant Branch

I consider this as the second
part of the New Plan proposed: it
goes to an entire alteration in
the Established mode of conducting
the business, it changes the manner
in which the accounts
have ever been kept in the DockV Yards & Navy Office, alters the
mode of receiving & Issuing of the
Stores, changes the Cheques upon
the different Offices and goes to
the abolishing the Office of
Clerk of the Survey which has
ever been considered as one
of the most useful Offices in

facilitating
