Board's Warrants for the Issuing
or receiving Stores agreable to the
Contracts made, as for keeping a
Charge on all the Parties to whom
Issues have been made. There are
many other important duties
of this Office, which need not be
enumerated, and therefore I am
decidedly of opinion it ought
not to be abolished.
The cheques proposed on
the Acct of Stores may be taken
in part; such as relate to uncertainty
of what particular clerks
may be employed, but the whole
together I do not approve of so
well as the present system,
which requires a Principal
Officer to be present.
The clerks of the Checque
& Storekeeper have by the New
Plan more duty assigned to them
than they could perform: more
especially if the Rope Yard is added
as mentioned in another part
of the Plan.
With regard to Mustering
the People as they come into the
yard, I think something should
be done to prevent the great loss
of time which takes place in
the
