Of this I disapprove as
besides the ordinary duties
allotted to this Officer, of being
Clerk of the Checque as well as
Storekeeper, his Judgement &
Opinion is frequently called for
by the Navy Board in Surveys
and references made to the
Rope Yard Officers upon various
occasions, and upon questions
that arise relative to that Departmt.
which from his constant habit
of residing in the Rope Yard
and being constantly among
the workmen, he is much better
qualified for than the Storekeeper
of the Yard could be, who has at
present sufficient Duty to occupy
the greatest part of his time.
However it might perhaps be
necessary & proper to make
some Regulations in that
Branch
