Ch.1 Desposition of the whole mass of pares supreme, according
to divers phantastic Theories.
§.1.1. Phantastic theory the first. Legitimacy.
This theory consists in the use of a particular word - legitimacy.
In this word is namely tacitly involved a proposition: namely
every Monarchical government as legitimate.
Therein as inved another - No Government that is not
Monarchical as legitimate
My legitimate if it mean in so far as it has a meaning
seems to be meant - such as might to find obedience
on the part of those whoever they are when the Monarch
as disposed to treat as his subjects
Ask why the members of the community in question
has extensive so as it be - ask why the heradred neither
of them as so many of them, aught to be suffer themselves
to be disposed of at the will and pleasure of one man
amongst them or cattle are disposed of at the pleasure
of their proprietor, the most intelligible answer of any
answer be given the most intelligible as suffering
In this word then is involved this proposition - insecurely
Whatsoever as customary as right: whatsoever is customary
as rightapt, and proper to be done and suffered
According to the theory. Suppose it among the members
of the community suppose it the suffering for all but
one to be by that one made constantly unhappy: this state of things
is apt right, proper, legitimate, Why? because it is customary.
