Custom has been stiled the Law of fools.+ + See Ch. 2. Exclusions from Constitution 1. Females So far as
regards Government with more not less as much propriety might it be
stiled the Law of Knaves, or the Law of Knaves and
Fools. It is the a law, that Knave in the establishment
of which the initiative function has been had rulers in the character of Knaves for its
functionaries; the Consummative, the people in the character of fools.
In a Monarchy The greatest happiness of the Monarch is in the opinion
of the Monarchy the sole right and proper end of government.
In the opinion of the Monarch The greatest happiness
of the Monarch requires that the greatest happiness of
all but that one be, on every occasion, sacrificed a made a sacrifice to the
happiness real or supposed of that one.
When the instance legitimacy of Monarchy is endeavoured
to be supported by argument. When in support of the
claim of a Monarch to what soever share of power he
happens to be possessed of – unlimited or limited, – argument
is or anything that shall wear the appearance of
argument is employed it makes itself into one or other
of the three fo propositions following
1. It has been the custom for the Monarch to exercise such his power:
and, whatever a Government, whatsoever is customary is right
2. To In a Monarchy, the Monarch is the only person whose
happiness has any claim to regard
3. The happiness of the people has a claim to regard. It may
even be admitted, that the greatest happiness of the greatest number community
at large is the only legitimate end of government – that to the admission
is cached this condition namely that it be admitted on the
other side that the Monarch is the only proper judge of
that which on each occasion is in the highest degree contributory
to the greatest happiness of the greatest number
community at large.
