this active and discerning statesman to propagate promote
by words as well as actions that spirit of liberal
enterprize which reflects such lustre upon his own
character, and (since nothing more nor better need
be required of him) to bring his precepts to a conformity
with his example.
Indeed after all, what I am strongly inclined more than half suspect
and f to suspect, and find great pleasure in persuading
myself of, is that all this is at bottom no
more than a common enough and very innocent, and perhaps necessary
rhetorical expedient: and that in truth it proceeds not from any such
prejudice as seems to be expressed, but from the policy
of keeping it from upon terms with the like prejudice
in other inferior other men. If the man's conduct of a man be a
fair index of his sentiments, this intepretation will
be as just, as in according to my notions [] it is honourable.
For what measure can be imagined more
strikingly novel can be imagined than this very one
which our author has been so laudably assiduous
in promoting?
The tendency a man has to employ, precautions
of this sort will depend, partly upon the conjectures boldness
or diffidence of his own temper, partly from
upon the experience he has had of the strength and
effects of those prejudices against which it is the purpose
of such an expedients to defend him. This
