I myself, who [certainly] from any assuredly have no antipathy
to innovation, and who on the contrary have devoted myself to the promoting
of political novelties in as far as my observation
and situation will permit me, have
no reason to be assured but that the like occasion
might lead me to betake myself to that kind of
discourse which however when employ'd I can not from another
help its growing it gives me pain to see. To In me perhaps
it might be necessary prudent in order to screen me from
that contempt which men of narrow minds will
ever be ready enough to throw on those whose activity,
they apprehend, may shame their indolence.
To him perhaps, (and through him to the public, in
as far as regards the interest it has in the particular plan
he has been patronizing) is concerned, it might be
convenient, as a means of allaying the ferment of
jealousy: but to the public, as far as concerns the
interest it has in the popularity of reformation in
general, the more a man can abstain fro expedients
thus adverse to that end, the better. For
whatever harm is done in this way is done upon
the largest scale. The good service that is done by expedients
of this sort is C confined to the measure they
are employ'd in making way for: the harm,
that is done by them, is done upon the largest
scale.
