to the short period between the publication of
them and the passing of the Bill into
a Law. For when a great measure of
legislation is established, though it be too
firmly established to be in danger of being
overturned, it is of use for the satisfaction
of the people, that the reasons by which
it is or may be justified be spread abroad
among them.
