Hard-labour Bill - Supplemental hints and Observations

With a view to oecomomy, I will venture to propose
Domestic Servitude
proposed

a plan of punishment, which though altogether
the same with that which is the object of
the Bill may go hand in hand with it, being
to be effectuated partly by the same means, and grounded on the same principles.

Of the convicts who come within the view
of this institution some will be malefactors by profession,
others men of different trades and employments
who have subjected themselves to the censure of the
law by the occasional deviations, from integrity. The former
having being possessing no talent of their own, can be no
better disposed of than by being sent on board the lighters
or to labour-houses where they will either be put
to such employment as all men are qualified for
or qualified by instruction for others that are more
lucrative. With the latter, this will not in every instance
be the case. The businesses with which many
of them are conversant will be more lucrative than
any of the ordinary employments, of the house perhaps
of those businesses some perhaps may be capable of
being carried on in the house; such as those of a
Taylor, Pernhe-make, & Shoemaker: others can not; such as those of a
Bricklayer, House-painter, and Glazier.
But even of those the can there are few of them
that could be carried on with as much advantage in
a plan of confinement, as at large; on account
of the time it must take their employers to go come
and go; especially in the houses, which by the special
provisions of the Bill are not to be within a town.
