Hard-labour Bill - Supplemental observations.
It is plain therefore that the difference, between the value
of the work they might do if at large and that of
the work they are to be put to in these houses, is
for the time their confinement lasts so much loss to the public. The public
as well as they
themselves suffer likewise in another view: if their
confinement is long they may have lost a good deal
of their skill by the time it is over, a good deal
of their skill.
The following expedient if it answers the purpose
in other respects will obviate the loss inconvenience above-stated
Let the service of the convict for the time term
specified in his sentence be assignable to any master
that will have him: the powers of such master
to be the same as a master in common has over
his apprentice.
As a check upon undue severity on
the part of the the masters, let the servant have it in
his option at any time allowing a proper time for
warning, to return to the labor-house as/insofar
to industry on the part of the servant to be industrious let the master have
the power at any time of sending him there.
For The disposal of the thees servants might be by a kind
of Auction, of which due notice should be given at
the place or places where the convict has last served
for any length of time.
By lowest terms upon which Servants of this sort might
even they should be made assignable for nothing, upon the
presumption that the profit of a convict's labour
can not upon an average be made quite equal to the expenses
of his maintenance.
Security should be taken
from the Master together with two Bonds-men for
the
