A View of the Hard-labour Bill
modulated as that promises to be by the excellent regimen
delineated in the proposed Bill: since one man
may have a better master than another since a better
master may fall to one man's share than
to another's. The inequality however can not be
very great; since this mode of punishment may is by the
means already mentioned effectually prevented from being ever greater
than the regular that in the labour-houses..
2. In point of exemplarity, private falls short
unquestionably of public servitude. This objection would
have great weight were it the former mode proposed to be substituted
instead of the other latter.But when added together the
example held out by both of them is more public,
it reaches the notice of more persons than of that held out by the
public mode of servitude would without the other. The small
defalcation that would be made from the number
of those who were doomed to public servitude by the
institution of this mode of private servitude would make
no difference in the exemplarity of the former: for the
spectacle of an establishment for 60 convicts a Labour-house with 60 convicts for
example at work in it would make as good a
spectacle as one with 70. The punishment in
the Labour-houses would be heard of it or seen
by every body: but it would be seen by those only who
live or travel near the labour-houses happen to pass that way. The punishment
of being obliged to serve a private master would be
