3. In point of disabling the convict from doing
further mischief, private it would not hardly in an equal degree
answer the purpose of public servitude. This however
is hardlyscarcely to be consider'd as an objection to it:
since in cases where there appeared upon the supposition of there being any reasonable
ground of apprehending that the continuance of the
mischievous propensity, it would not be adopted. Whether
it be safe or noto let a man out upon these terms
the Committee are to judge. If it be not, the presumption
must be that they will not let him out. It isIt is a
life power to trust them with than that of recommending
for a pardon.

4. Neither is it in an equal degree calculated
to answer the purpose of reformation. But to
this objection there is the same answer as to the
preceding,
by the supposition the convict does not
stand so much in need of it being reformed.

5. It is not so </del> divisible managable ; I mean
so susceptible of being increased or diminished at
pleasure as the other. In point of duration indeed
it is: in point of intensity however it is not. This
will depend in a good measure upon the temper of the master; and cannot
as in the labour-houses be modified by settled
rules.

6. Neither does it stand upon a footing altogether
so advantageous in point of remissibility. A man convict indeed who
