a sign that the principal law was ill chosen.
"The most sanguinary laws always to be found in
"countries where the greater part of the public revenue is
"in farm?" Perhaps so: perhaps not: but what is it to
the purpose. Is it so? is it from this cause? The
first of these questions alone would require an universal
synopsis and comparison to be made of all laws
that are or ever have been made, all in a parenthesis.
And so we are to reject a saving that may be
made by a measure that has no severity in it
because people in other countries people have
effected or attempted a similar saving
by measures that have been too severe? As to the
matter of fact the penal laws in France have upon the whole have I
dare say do believe been more hindered with cruelty than
those of England: as to any s revenue laws in particular
were any one to produce a French law in this view I
think I could match it with an English one.
After all the blame if there be any, so far
from lying in the farming system, does not upon the
Dr's own statement lie even upon the farmers, but upon the
sovereign. Is he or Dr is he not tenderer of the welfare
of the subject than they are? If he is not, the subject
loses
