Ten years ago I wrote a paper in the same strain.
Eight years ago I threw it into the fire. When I wrote
I had been eating whip-syllabub with reading Montesquieu.
When I burnt it I had read Smith.

I read Smith, and then I threw my paper into the
fire. The objections that have been made to the contract plan even these are even
groundless or turn upon abuses which altogether
accidental foreign to it. Look at the history of F finance in France you will find that no mischief has ever
happened from it, and that great savings have been
made. On the Contract plan have oppressive fines
been given? The fault lies not in the mode of
management but in the powers. In the hands
of the Crown the same powers would have been still
more oppressive: relief against justice injustice would have
been still more difficult. Have the Farmers
imposed hard terms in their dealings with the Crown? The misfortune
lies in the necessities of the Crown, and the accumulation
of wealth in a few hands, not in the
mode
