Minutes on Convicts' Act

I was appointed by the Justices of Middlesex
Overseer of the Convicts in July 1776. I was directed
to provide a Ship of 240 Tons to receive
the Convicts to the amount of 120. I provided
a Ship called the Justitia about 260 Tons. There
were no particular orders given me about the
mode of fitting her out, I endeavoured to do as
well as I could like the Plan of Transports
that convey Troops Government send out & at
first I tried two Tier of Beds one above another
as they had have in Transports. they
They have generally 5 feet between each two,
but I had 5 feet 10 inches.
I allowed 10 inches a man which I believe
is the allowance in Transport vessels.
The men there be two in a bed
I soon found that mode of laying them was not
proper, and was advised to alter it, and to endeavour
to give them more room. I then pulled down the
Cabbins and adopted one general platform on
each deck deck, which is the plan that now exists,
only instead of 10 Inches a man I allow two
feet.
I adopted the plan of matting – but when they were
loose
