There were 83 Convicts on board the Justitia at that
time.
There was no Brewery; nor any preparations
for one.
These were all the observations I made
at that time.

I was on board the Justitia three times
last year; and once on board the other hulk
called the Censor.
The Hold in which the Convicts were
kept, was very airy so as to allow them every
thing requisite for their health. I th
I thought there was all possible care taken
of them except in one instance, which was
that of the manner in which they were placed
to sleep. There were platforms provided for them
all round the ship, and 6 were to sleep in
each of these platforms. They lay very close
together: so that in his opinion there was
too little room for each man. The Beds were
placed against the sides of these vessels: about
about 18 or 19 inches for each man to be upon.
The Vessel was very clean – no bad
smell, except near the necessary – there
was an ill smell there.
