The Mode of Chaining is against their Work, as one
Chain from the Log to the Girdle would permit them
to work with more Ease & Dispatch – they are
chained both legs together, when the Convicts said
they were better used they wished for more Bread –
I should conjecture that it is increased since.
I did not find the disagreeable Smell the second
time as the first – but I remarkt that the Justitia was
only scraped & not washed. I saw them carry Fire
Pots under Deck of the Censor.
In the Warren the Convicts were very orderly,
I observed but little profaneness, once or twice I did
but that was kept under.
Ghent Workhouse is better regulated, its a better
Plan. I have been in a great number of Houses of
Correction within these two years since passing the
Act & found no Preparations made for the Reception
of Felons in Consequence thereof.
If this Bill should drop are there any Places in
the House of Corrections you have seen fit for the
Reception & safe Keeping to Hard Labour of Felons?
This Winter was two years I went over the whole
Kingdom from Ponzance to Berwick upon Tweed. I
went into every County, I was out between four &
Five Months & saw very few capable & strong
enough to confine People for any time. I have viewed
a great many since passing the Act but in very
few saw any Alteration.
When I speak of the Alterations of Bridwells
& my Journey this Winter was two years over
