there have died One fourth part of the
Convicts on board the Hulks, and on examining
Mr. Campbells Account of the Number of transported
Felons which died in Goal after Conviction or on the
Voyage to America for the Space of 7 Years from 1769
to 1775 inclusive – the Deaths amounted on an Average
to One Seventh but that the greatest Mortality was on
board the Censor (the most roomy & airy Ship)
in the Summer & Autumn Months of 1777 &
amongst Men newly brought on board principally
from the Country Goals who in the Opinion of the
Surgeons brought the Goal Distemper with them.

It appears also that no Provision was made
in the present subscribing Act or in the Contract
made in pursuance thereof for the Attendance of a
Clergyman to read Prayers or perform the
Funeral Service over such Convicts as should die
but that the same has been supplied as to Prayers
by the Voluntary Attendance of Clergyman occasionally & as to the latter by one of the Contracting
Officers reading the Funeral Service.

It appears further that the Coroner of the Division
of West Kent has sat on the Bodies of many of
the Convicts who have died on Board the Vessells &
that as no Provision for it is made in the present
Bill the Expences thereof must necessarily have fallen
on thesd Western Division of the County of Kent.

It appears also that it would be better for the
Accommodation of the Sick & safer for the Healthy of those
who are well to have the Hospital for the Sick on
Board a seperate Vessell.

It furr. appears from the Testimony of several of the
Witnesses that the Behaviour of the Convicts on Board
the Hulks & on Shore has been quiet orderly &
obedient.
