Disposal of Convicts Resolutions proposed to have been moved by Sir C. Bunbury. 1792
Resolved
That in consequence of the improved fate of the Prisoners
throughout the Kingdom the Punishment of Convicts sentenced
to imprisonment & hard labour by confinement on Board
of Hulks is rendered unnecessary, & ought to be discontinued.
That the confining of Felons under the sentence of
Transportation on Board of Hulks for several months while
ships are ready for their embarkation, is impolitik.
That it would tend to improve one system of criminal
Jurisprudence if the sentence were optional respecting those
convicts who are sentenced for a Penitentiary House
and that his Majesty with the advice of his Privy Council,
was compared, after retaining them during a certain
time, either to continue their imprisonment or
order them to be transported.
That a proper Prison be constructed for the Reception
of such Convicts, with convenient Separations, &c.
That The Distance of the Settlements at Port Jackson &
Norfolk Island is such, & the Expence of conveying & maintaining
felons there so great as to make it advisable to send
thither only such Convicts as are sentenced to Banishment
during their Lives.
