That to prevent a Calamity similar to that amongst the unfortunate
crew of the Neptune, (the Cause of which is behoves
the executive Government most strictly to investigate,) it seems
expedient to allow in all future Contracts a Space of — for each
person a Premium to the Owner of the Vessel on the arrival
of every person in good health at the Place of their Destination, in addition to
the article suggested by the Secretary of State in his Letter of
the 23 of June 1791 to the Lords Comssr of the Treasury wherein
he recommends that in future the Contractors should be paid
only for such of the said Convicts as should actually be landed
(in good Health) at the destined place.
