As punishment can never be without injustice
be inflicted on a man for not doing
that which it is not in his power to do, the
quantity of work allotted to a man in the way of task
can never be greater than either what he has
himself done already in the same time or else
the quantity that has been done is commonly
done by such work free workmen as
are able to perform the least in the same time.
In all common employments these quantities, may by
enquiry be easily ascertained. Beyond this
nothing can without danger of injustice be extracted
from a man by fear of punishment:
any thing above must be obtained from him
by reward: to obtain any thing farther, the power of
reward must be employ'd. super added. called in.
