Among In the House of Commons it is well known
there runs prevails a sort of traditionary apprehension of
husarding voting abstract propositions: but propositions of
this stamp, though not expressed do not the less
present themselves and maintain their influence
and regulate the tenor of their acts.

The following positions did not accordingly
were never that I can find laid down in form
in the shape of resolutions as grounds foundations for the structure
of the Penitentiary Act: but they are all
assumed by it and may be evidently collected from
it.

1. That extraordinary exertion is peculiarly suitable well
suited to the condition of a person from whom it is
to be extracted by force.

2. That for the encouragement of industry extraordinary exertion might to be held up
in view as peculiarly connected with guilt and infancy.

3. That robust ex an employment that keeps men
in robust exercise is particular suitable to the ought particularly to be promoted
condition of a person ought to be chosen in preference for persons from whom violence & refractiveness
are to be apprehended.
