be punished for they don't care who looks at
them: and if perchance they should have any such
forbidden project, can the eye of an inspector be
deemed to unreasonable? The argument in
that case only amounts to this: that it is a hardship
to be debarred from doing any thing one wishes to do:
therefore criminals should be suffered to do as they
please. Or is it that punishment is better than
prevention: and that instead of having neither the
one nor the other the best way is to have sometimes
the mischief of delinquency, sometimes
that of the ineffectual punishment that is has been opposed
to it that has been been and is to be ineffectually
opposed to it?
