The establishment in New S. Wales may be
considered in two points of view: 1 as a scheme
of colonisation at large: 2. as a mode of providing disposing
for the punishment of convicted criminals

Its use in the latter way is probably that
which composed the principal share in the madd
of inducement: but as the other use object appears
also not to have been without its weight, it
is this other which must be spoken of in
the first place, as being the only one of the
two that will admitt of a separate consideration.
