Panopticon Safe custody
No person nor any thing ought to come in to
or go out of the prison without being liable to be
seen from the Governors at least some one room
in the Governor's House: which ought to be his
ordinary sitting room.
That no person may who approaches the building without
being liable to observation, the approaches should be so
contrived that no person can have occasion to approach
pass by it, or to
approach it for any
other purpose than
that of visiting it.
Therefore if there be a Governor and
Sub-Governor their houses ought to be not opposite but
contiguous.
If there be no Governor, all the difference is
the throwing his part into the Cells.
The Governor's & Sub G's houses may be
bounded internally by, & open into the Inspectors Galleries:
these should be continued all round for the facility
of communication. But below the Chapel they may
terminate in the Cell-Galleries.
The Clergymen's back will be to these houses.
Out of this dead space will be taken
1. Clergymen's withdrawing room or Vestry — Anglican
Romist & Presbyterian.
2. Organ & Organ loft
3. Orchestra.
