Superannuation Annuities
Art. 6. And Whereas the adjustment of the plan of the said Annuities
in the most beneficial manner to the situations and exigencies of different descriptions of
individuals is a business that may require the aid of experience to bring it to maturity,
And Whereas the idea of establishing a fund for this purpose at the expence of the
Governor originated with and was spontaneous on the part of the said Jeremy Bentham
And Whereas the same being to be raised out of a portion of the earnings of
the said Prisoners the productiveness thereof must depend upon the success of his endeavours
to reap a profit from their labour, Be it enacted that during the continuance of
the said Jeremy Bentham in the office of Governor the funds for the payment of the
said Annuities shall continue in his hands subject nevertheless to the superintending
power of the Courts ordinary and extraordinary as aforesaid.

Art. 7. The said Jeremy Bentham on the expiration of his Governorship whether
by death or amotion, may moreover make settlement of the said funds to the said
uses either by Deed or Will, subject always to he superintending power of the said
Courts as aforesaid: which Settlement shall, in default of the said Jeremy Bentham,
be made by order of the said Courts.

Art. 8. To the end that the Annuitants may constantly and at all future
times have a certain place and person to apply to Be it enacted that payment
of such annuities shall in course be made at or from the said General Panopticon Penitentiary
House wherever situated and through the Governor thereof for the time being,
who shall accordingly stand charged therewith as towards the Annuitants, saving to
him his timely recourse against the private Representatives of the said Jeremy
Bentham or of any future Governor, or any other persons who may stand charged
with the same in chief.

Art. 9. And Whereas the said Annuities will for the most part be
enjoyed by persons who having been in the habit of receiving their maintenance by
weekly portions, will have been unused to the receipt of large sums and may not be
sufficiently provided with any secure means of keeping the same And Whereas if
the quarterly or half yearly payments due upon the said Annuities were in every
instance to be paid in the lump as they became due, the moneys so paid might in
so many instances be dissipated long before the next day of payment, during which interval
the Annuitant might be as destitute as if no such provision had been made,
Be it enacted that for the benefit of any such Annuitant the Governor may, as
often as any such quarterly or half yearly payment becomes due, retain the same in
his hands for the purpose of issuing out the amount thereof by weekly or other small
sums according to the occasions which such Annuitant may have for money and according
to his ability of taking due care of the same. Art. 10.
