Panopticon Bill.
Superannuation Annuies

Art. 10. And Whereas in the pursuit of plans of honest industry, or for
the comfort of living in the places of their respective births or in the midst of their
respective connections the said Annuitants after the commencement of their respective
Annuities may in divers instances be desirous of settling in different and remote parts
of Great Britain, from which benefits they might in divers instances be debarred,
by the obligation were they to remain subject to the same of attending in person to
receive their due, Be it enacted that payment of any such Annuity shall at
the instance of any such Annuitant and with the consent of the Governor be made in
any Post Town in Great Britain through the medium of the Post Office, in manner
following:

Art. 11. At the request of any such Annuitant stating his having settled or
being about to settle at or near any Post Town more than ten miles distant from
the regular place of payment, as aforesaid, the Governor may provide and so from
time to time a competent number of blank Petitions for Remittance which may be in
the form marked [C. 2.] and address the same to the Post Master of such Town,
together with a description of the person of such Petitioner taken with the assistance
of the marks hereinafter mentioned*: and on the same paper for the signature of such

Post Master a blank Identity-Certificate attesting the identity of the person signing
such Petition: which Certificate may be according to the Form marked [C. 3.]

Art. 12. At any time within a Month before any such Quarterly of Half
Yearly Payment becomes due or at any such greater interval as may be necessary for
the timely remittance of such Annuity-money the Annuitant may present himself to
the said Post Master, praying to be admitted to write fill up in a suitable manner
a Petition for Remittance: and the said Post Master, if from comparison of
such person so applying, shall forthwith admitt him to write or fill up such Petition, and
shall write or fill up and sign the Certificate abovementioned, and forthwith transmitt
the same to the General Post Office in London from which the same shall
be duly delivered to the said Governor, at the said Penitentiary House.

Art. 13. Upon the receipt of such Petition so written or filled up as aforesaid,
the Governor shall at a proper time cause to be pay'd into the hands of the proper
Officer at the said Post Office the sum therein mentioned if due, or so much thereof
as shall be due: to wit, on the day when the same would have been payable at the
Penitentiary House, or so soon after as the time when the said Petition was received
by him will admitt: which said Officer shall receive the same, and thereof
give him a proper Receipt, which may be in the Form marked [C. 4.]
