Panopticon Bill, VII: Post-Liberation Options

any person that keepeth husbandry and will within any shire require him so
to serve. And whereas the offenders for whose punishment and reformation
the said Penitentiary Establishment is designed would otherwise under the Laws already existing have been transported through under sentences for limited terms
to countries to which unless by great accident they would by reason of the natural
impossibility of returning be confined for life. And whereas the number
of options hereby allowed afford a pregnant testimony that the obligation hereby
about to be imposed is not meant as an extension of punishment. And whereas
by the care taken by divers provisions here in after following to facilitate their
finding employers of their own choice it is endeavoured to leave them in possession
of every degree of liberty which is compatible with their superior
regard to the public safety. And whereas to persons in their fallen state the
provision hereby secured to them as well as in respect of employment during their
season of vigour as of comfortable subsistence without the obligation of labour
in the decline of life would be a compensation more than adequate for severer
obligations. Be it enacted that to every Penitentiary Prisoner at a period
herein after mentioned previous to the expiration of his term shall be given the options following: viz.
1. To engage in the Metasylum for a term not less than a year: and so eventually
from year to year according to the conditions herein after mentioned.
2. To find a reputable Housekeeper who under the name of his Friendly
Guardian will be bound for his or her subsistence and good behaviour for a year,
and so on from year to year according to the conditions herein after mentioned.
3. To engage in his Majesty's service by sea; if fit for the same, and if it
should be his Majesty's pleasure to receive him thereinto.
4. To engage in his Majesty's service as a Soldier, if it for the same, and
subject in the same manner to his Majesty's pleasure.
5. To engage in the service of the East India Company should the said
Company be willing to receive him thereinto. Art.2.
