Panopticon Bill.
Contract.

Any prisoner who either in execution or for safe custody
shall have been sent thither in virtue of his Majesty's
pleasure signified by any of his Majesty's Secretaries
of State, in so far forth as the choice of the prison depends
by Law upon his Majesty's pleasure.

Any person who either in execution or for safe
custody shall by sentence or warrant of any Judge
or Judges acting within the sphere of their respective
Jurisdictions have been committed thereto.
