Panopticon Bill Governor's Checks

Court may proceed
on View—

Art.5. The Court or by resolution of the Court
any Judge or Judges thereof may at any time personally
repair to the Establishment, and thereupon
make enquiry into the state thereof as well by View as
by Examination: and any order in respect thereof
then and there so made shall be valid as if made
in the ordinary place of Justice.

Governor may thereupon
be summarily
convicted—

Art.6. For any misdemeanor which by means
of any such view or examination may appear on the
part of the Governor he may be summarily convicted
on the spot, and without farther trial punished
as for a contempt: provided that the particulars
of such view & examination and of all proceedings
thereupon had be committed to writing, to remain
as of Record by authority of the Court.

Art.7. If in the course of any such enquiry
the continuance of the Governor in the management
of the said Establishment should appear
dangerous to the public service, he may by order
of the Court, stating in detail as well the proceedings
as aforesaid as the reasons on which such
order is grounded, be either suspended or removed.
