Panopticon Bill Governor's Checks

Regulations, relative to
the formerly intended
Penitentiary House
not to extend to the
present one—

Art.12. And Whereas the regulations in the
Penitentiary Act of the 19th year of his present
Majesty Ch. 7a. were calculated for the case where
the persons intrusted in chief with the management
of the therein intended establishment were to have no
interest in the labour of the Prisoners, And
Whereas the necessity of the said regulations is
superseded partly by the particular plan of construction,
intended as above mentioned for the Panopticon
Penitentiary House, and partly by the strength
of the controuling powers to which the said intend
Governor is willing & desirous to subject himself
as aforesaid And Whereas the offer of the said
Jeremy Bentham was conditional, depending upon
the event of its being the pleasure of his Majesty
in Parliament to exempt the management of
such intended Establishment from the burthen of
the said existing regulations Be it enacted
that none of the regulations made for the said
formerly intended Penitentiary House Establishment
shall extend to the said now-intended Panopticon
Penitentiary Establishment.
