Panopticon Bill VIII Metasylum

Art. 3. And Whereas after a year's experience

Power to the Governor
to give annual Good-
-behaviour Certificates
to Metasylum-men --
of the conduct of a quondam Penitentiary Prisoner
when employed at large in the Metasylum any such
certificate as aforesaid would naturally operate with
increased force, and by the presumption it would afford,
of the good behaviour in any other service would in
like manner operate to the extension of his field of option
and to the consequent alleviation of the burthen of his
dependence And Whereas the strength of such
presumption would naturally increase with every repetition
or renewal which after a fresh interval of experience
could be made of such Certificate Be it enacted
that at the expiration of every year of a Metasylum
man or woman's service in the Metasylum, or at any
other times when occasion may require, the Governor
may grant to him or her a Certificate of Good-behaviour
therein: which Certificate may be according to
the Form marked [E. 2.] subject to such ampliations,
restrictions or alterations as the case may appear to require:
and as far as truth will warrant he is hereby instructed &
exhorted to do so.
