Metasylum
Art. 9. If such woman being married should

Governor may receive a
married woman therein,
so it be not to the
husband's prejudice --
without the consent of her husband petition the Governor
to admitt her into the Metasylum, it lies in his discretion
to do so: and if the husband be not prejudiced thereby,
(as if he were to desert or be obliged to absent himself
from the Wife, or ill treat her, or be unable to maintain
her) the Governor is hereby directed & required to comply
with such petition as aforesaid.
Art. 10. And Whereas the more employments

& local customs
are left open to a man, the more likely he will be to
pitch upon that which in the shape of wages or otherwise
will yield him most advantage And Whereas the
more money a Metasylum man is able to earn the
easier it will be for him to find a Friendly Guardian
And Whereas the natural effect of any restraint
excluding competitors from any species of employment
(temporary privileges for the encouragement of new
inventions excepted) is to diminish the cheapness & goodness
of the work, and that as well by shutting the door
against better hands as by lessening on the part of the
existing stock of hands their inducement to improve
themselves And Whereas no trade can long
subsist without the influx of new hands And Whereas
