13 Panopticon Bill. VIII Metasylum.

Art. 11. And Whereas the aptitude acquired11
So to the Governor and
all under him --

on the part of such liberated Penitentiary men with
respect to the exercise of trades will depend in a great
degree on the use made of their labour either in the
Metasylum or in the Penitentiary House or in both
And Whereas it is as much the interest of the
Governor as theirs that their Labour should be applied
to such employments in which it will be productive of
most profit And Whereas without such liberty
conditions equally advantageous for the Public could not be
obtained from the said intended Governor Be it
enacted that as well the Governor as every person
employed under him in the management either of
the said Penitentiary House or of the said Metasylum
shall have the same liberty of exercising employments
as hath herein been granted to the said Prisoners.
