Panopticon Bill Metasylum

Art. 12. And Whereas for the delinquency of12
Penalty for refusal to
work in the Metasylum --
domestic correction or
committment to the
Penitentiary House

a workman who deserts his work punishment is provided
by divers Statutes which punishment in as far as it
consists in imprisonment in an ordinary Jail would be
inconsistent with the system of industry & reformation
hereby intended to be established Be it enacted
that any Metasylum man or woman refusing or
wilfully omitting to perform any such reasonable work
as he or she shall have been ordered to perform by or
on the part of the Governor aforesaid may either be
chastised with such moderate correction as a Master
is at Common Law empowered to inflict on a
misbehaving servant or may on conviction before any
one Justice of the Peace be punished with moderate
whipping or by being committed to Hard Labour in
the Penitentiary House for any time not exceeding
a month and that without any such share of earnings
as the Governor may in virtue of his general engagement
be bound to allow to Prisoners.
