Powers of a Master go
to the Friendly Guardian
of course --
Art. 1. And Whereas the more advantageous the
condition of a Friendly Guardian is capable of being
rendered, the better chance a Penitentiary-man will have
of finding a fit person to take upon him such charge
Be it enacted that the powers of a Master shall
devolve of course upon such Guardian in the same manner
as they would have devolved upon the Governor in the event
of the said quondam Prisoner's having engaged in the
Metasylum.
Art. 2. And forasmuch as the powers

by Emancipatory Release
or Licence --
aforesaid are designed for the benefit of the person at the
expence of whose liberty they are created, and forasmuch
as no greater extent ought in that view to be given to them
than such as he himself finds it necessary to allow, Be
it enacted that the said powers or any part thereof may
by Deed of Release or License, under the name of an
Emancipatory Release or License, executed as well by the
Ward as by the Guardian, be at any time remitted.
