3 Panopticon Bill. Friendly Guard<hi rend="superscript">n</hi>
Art. 3. And Whereas it may happen, that a

with the concurrence of
the Governor --
quondam Penitentiary Prisoner after having through
experience or of confidence in his good behaviour been released
more or less from such subjection, may come in process of
time to abuse such indulgence, & to fall back into evil
courses Be it enacted that such Emancipatory Release
or License may at any time be annulled by any proper
Deed of Revocation in the execution of which the Governor
and such Guardian shall have concurred.
Art. 4. Such Guardian if no such Emancipatory

In default of such
emancipation, the Ward may
be surrendered at any
time to the Metasylum --
Release of Licence shall have been executed by him in favour
of such his Ward, may at any time surrender up the body
of the said Ward to the Governor or his Representative at the
Metasylum.
Art. 5. Moreover in case of his apprehending any

Warrant of Assistance
grantable for that purpose --
hindrance or molestation in his endeavours to make such
surrender as aforesaid, he may on application to any one Justice
of the Peace obtain a Warrant of Assistance commanding
all persons in general and in particular all Sheriffs Constables
and other his Majesty's Officers & Ministers as well within
liberties as without throughout Great Britain to be assistant
to him therein: which said Warrant shall be in force
as well without as within the regular local jurisdiction of
such Justice.
