Sect.X. intitled Identification Marks.

Identification-mark to
be made on the body
of each Prisoner, on his
reception -
Art.1. And whereas the practice of imprinting
permanent marks in the body hath been
and still is prevalent amount divers nations, And
whereas in particular among Sea-faring men
of this & other countries it hath become not unfrequent
with views of devotion or ornament or for the sake of
recognition for a man spontaneously to imprint on his
body in permanent characters his name or other marks
at pleasure, And Whereas the said usage if
practised with caution & with due regard to the feelings
of individuals & to the opinions and circumstances
of the different descriptions of mankind
might be made subservient to divers useful purposes.
Accordingly for the prevention of escapes
on the part of Penitentiary Prisoners, for the lessening
the necessity of the use of irons and of other measures
of severity for that purpose, for the prevention
of Post-liberation Offences on the part of quondam
Penitentiary Prisoners, for the more certain
& speedy payment of the indemnification-money
for any such as may chance to have been committed
notwithstanding for saving innocent
persons
