persons in general from being molested for offences of
which some such Prisoner of Prisoners stand alone
suspected for the security & encouragement of Friendly
Guardians for the accommodation of Superannuation
annuitants by facilitating the payment
of their Annuities at distant parts of the
Kingdom at their choice and for the more compleat
ascertainment & more conspicuous indication of
the efficacy of the hereby intended Establishment in
the way of reformation. Be it enacted that on
the reception of each Penitentiary Prisoner, or so
soon after as conveniently may be, the Governor may
cause to be imprinted on the person of such Prisoner
characters exhibiting as far as can be ascertained,
and either at length or with abbreviations, his or
her name or names together with any such other
documents not tending to reproach, such as the
time & place of birth, as the Governor may at his
discretion think fit to add, in the view of this being
conducive to any of the above purposes: which
said marks shall be situated in the left arm between
the shoulders & the elbow: or it by reason of loss
or permanent disease of the part they can not be there
