Panopticon Bill Escape
Guardian or the Metasylum, or a quondam Penitentiary
Prisoner after whom search is making
on suspicion of any offence may on declaration of
such his suspicion summon the person so suspected
to exhibit the part on which the identification
mark, if any, will have been imprinted:
and if the person so summoned, not having in
such part an ailment whereby from the exposure
thereof serious mischief might probably ensue, shall
refuse or wilfully forbear as soon as conveniently
may be, to exhibit the same, any person or persons
then present may, using as little force as
may be; proceed thereupon to expose & inspect
the part, or if that cannot then be done, to arrest
and detain the suspected person untill such
inspection can be accomplished: and the person
so refusing, although he or she were never a Penitentiary
Prisoner, nor ever had in effect any
such mark, shall on conviction before any one
Justice of the Peace forfeit for the trouble and
hindrance so occasioned any sum not less than
2s nor more than 20s.
