care and charge of the Poor rests on persons of different descriptions and
different numbers And Whereas by reason of such diversity as well
as by reason of the frequent changes which take place in respect of the
individuals so intrusted and the difficulty of ascertaining the abodes of such
individuals more especially at distant parts of England it may in divers
instances be difficult for the Governor or others dwelling in or near the said
Penitentiary House to know by what direction any notice or other address
may, with a degree of certainly sufficient for legal purposes, be convey'd
into the hands of the persons respectively to be addressed And Whereas
the sending special Messengers or employing hired Agents at various &
widely distant parts of England, in the first instance to deliver notices
and afterwards in the event of a legal hearing to take long journies for
the mere purpose of proving such delivery in the manner ordinarily
required by law might be attended not only with difficulty as aforesaid but
with a degree of expence, too heavy for one and the same individual to bear
And Whereas although such addresses should have come into the
hands of the persons respectively concerned such persons might in divers
instances either of themselves or through sinister advice be disposed to
take advantage of any want of propriety in the direction of any such
address for the purpose of dissembling their having received the
same and thereby cause vexation and damage to the Governor or
