Panopticon Bill. Correspondence.

Art. 10. Such Oath of Non-receipt may at the option of the person

-- which may be vivâ voce,
or by affidavit, according to
the form prescribed --

taking the same be taken either vivâ voce at the hearing or in the
way of affidavit made before any Justice of the Peace and read at the
time of such hearing as aforesaid: provided that if such affidavit should
not be satisfactory to the Court, the said Court may at the instance of
the person interested either frame another affidavit proper and sufficient
for the purpose to be taken by the deponent according to the nature of
the case, or appoint a further time for taking his examination vivâ
voce: postponing judgment accordingly or making the same conditional
and awarding costs, as the said Court shall be advised.

Art. 11. And Whereas in all parts of Great Britain even

the most remote from the Metropolis manifold occasion may arise not only
to the Magistrates but to persons of inferior condition and in obscure situations
to give their signatures as well to letters as to divers other instruments
for the purposes of this Act, and in particular to Friendly Guardians,
persons giving their certificates to the truth of the examinations of such
Guardians, to attesting witnesses to Deeds of Emancipation and
Revocation thereof by Friendly Guardians, persons serving notices of recall
from Friendly Guardians Wards of Friendly Guardians, Overseers
of the Poor and so forth, And Whereas in such cases a simple
signature in the ordinary manner unaccompanied with any such
direction or description by which the subscriber may with certainty
be found, might in divers instances leave it out of the power of the
Governor and other persons concerned either to correspond with the
subscriber
